The Haga–Utsunomiya LRT is a next-generation light rail system connecting Utsunomiya City and Haga Town in Tochigi Prefecture. It is positioned not merely as the introduction of a new mode of transportation, but as a project to redesign the very experience of mobility within the region. This project was carried out through collaboration among Utsunomiya City Hall, Haga Town Hall, local residents, the Tochigi Design Association, and GK Design Group, with the aim of redefining transportation infrastructure as a “shared asset” of the community. Drawing on the area’s long-standing nickname “Raito” (meaning “City of Thunder”), the concept “Raito to the Future” was established, leading to an integrated design that encompasses not only hardware elements such as vehicles and stations, but also software elements including community participation programs and communication design.
 The innovation of this project lies in its approach from the outset: going beyond conventional total design—such as vehicles, stations, and logos—to engage in the “design of awareness” through co-creation with residents and users along the line. As a result, ridership has steadily increased, land values along the corridor have risen, and the area has gained recognition as a desirable place to live, fostering a sense of pride among local residents. Through these efforts, the LRT is becoming established not simply as a means of transportation, but as a form of public mobility that is nurtured and shaped by its users.
 This integration of infrastructure and community, grounded in a story unique to Utsunomiya, was recognized with the Good Focus Award [Regional Community Design] at the 2023 Good Design Award organized by the Japan Institute of Design Promotion.
